big sur: building libxslt-1.1.34-1 fails

hi,

building libxslt keeps failing with:

Disabling crypto support
Enabling debugger
Enabling profiler
checking for xml2-config... /opt/sw3/bin/xml2-config
checking for LIBXML... no
configure: error: Could not find libxml2 anywhere, check 
ftp://xmlsoft.org/.
### execution of ./configure failed, exit code 1
### execution of /tmp/fink.VKHSj failed, exit code 1

- the configure command that fink uses is:
./configure --prefix=/opt/sw3   --without-crypto --disable-static 
--without-python --with-html-subdir=libxslt --enable-dependency-tracking 
--disable-silent-rules XSLTPROC=/usr/bin/true

Calling /opt/sw3/bin/xml2-config --libs yields:

-L/opt/sw3/lib -lxml2

and
