Yes, that is a long-standing problem when trying to use the interactive version of texconfig on many Unix-type systems, not just Mac OS.

However, the CLI version should work, but I get

Thank you for this information.  I removed the xdvi package, and now I can use xdvi to display simple .dvi files, but something more complicated fails with
