emacs26-app does a full rebuild during make install

Maybe it's just me, but the latest emacs26-app from last night/this morning did an autoreconf followed by a full build during the "make install" part of the build process. This sort of thing tends to leave the emacs executable with all the wrong paths embedded in it. I assume that this happens because the patch process messes up the timestamps of the configure scripts. Adding a "sleep 1; touch configure" to the compile script seems to prevent it.
