I think that is the Apple recommended way of building fat binaries for the MI/Intel architectures. I found a page on developing for the M1. They show compile twice and then use lipo to combine them into a single multi-architecture file. I am sort of neutral on the idea of fat files. They have always seemed to work for me even during the PPC/Intel transition.
