I am not sure how to resolve this, but how does one install Fink under Catalina? I just tested a freshly installed CLT-12.4 on an existing Fink install on Catalina, and it was able to find the CLT (fink list xcode). I also tried to bootstrap a fresh install from the 0.45.2 tarball with CLT-12.4, and the script was able to find and detect the 12.4 install.
