Fink on Big Sur: Can't resolve dependency "texinfo (>= 4.13-1)" ...

macOS Big Sur, Version 11.5.1
Xcode and Command-Line Tools 12.5.1

1. I followed the instructions at
https://sourceforge.net/p/fink/mailman/message/37159913/ to do a clean
install (using ./bootstrap)
2. All went well, and I got the message "You should now have a working
Fink installation ..."
3. After 'fink selfupdate' and 'fink update-all' (and then installing
texinfo-legacy), I tried 'fink install lynx', but I get the error
message

Information about 11404 packages read in 2 seconds.
Can't resolve dependency "texinfo (>= 4.13-1)" for package
"autoconf2.6-2.69-6" (no matching packages/versions found)
Exiting with failure.

4. However, 'fink list texinfo-legacy' gives

Information about 11404 packages read in 1 seconds.
 i   texinfo-legacy           4.13-1             GNU documentation
system (legacy support)

so it's clearly there.
5. I even tried PATH=/opt/sw/opt/texinfo-legacy/bin:$PATH as 'fink
dumpinfo texinfo-legacy' suggests, but I still get the same error
message.
