I will do a re-install, but it may be a problem of my moving from 11.5.2 to 11.6 which is breaking fink? Maybe. If your Fink install still thinks it wants to use 5.28.2 as system-perl and `fink reinstall fink` is still not switching to 5.30.2, a brute force approach might be to edit the file /opt/sw/etc/fink.conf and change the Distribution field to "11.3" (assuming it's currentl reading "11.0"). But I don't know how this will react to the other issues with 11.6.
