Re: update neon27-shlibs fails to install

And then, in spite of NLS being disabled it tries to move a 
locale directory:

On the other hand, where was NLS disabled? Not via configure by 
the looks of it:

$ fink dumpinfo -f configureparams neon27-shlibs
configureparams: --prefix=/opt/sw
