I don't see a resolution to this in my email records. Part of the 
missing system-perl530X problem was due to a bug in the dpkg1.16 branch 
that didn't properly update Fink when the macOS Distribution was increased.

Running from the fink-0.45.3 tarball or via 'fink selfupdate' won't help.

The current HEAD on that branch fixed it (and works with Monterey):

mkdir ~/src
cd ~/src
git clone https://github.com/TheSin-/fink fink-thesin
cd fink-thesin
git checkout dpkg1.16
./inject.pl

That will update your active version of Fink to one that works. Then 
this will copy the necessary update files for some base packages (2 lines):

mkdir -p /opt/sw/fink/dists/local/main/finkinfo/base
cp ~/src/fink-thesin/10.9-libcxx/* 
/opt/sw/fink/dists/local/main/finkinfo/base
