There should be ~ 60 header files in /opt/sw/include/isl. Don't know why 
you're missing so many of them.

nieder $ dpkg -L isl22 | grep isl/schedule.h
/sw/include/isl/schedule.h

isl/schedule.h should be part of the 'isl22' package. Try

fink reinstall isl22

and then recheck for the presence of /opt/sw/include/isl/schedule.h
