Does this work if you first install the package `ca-certificates` ? 
Because you need a working curl to download things, manually download 
the file

http://distfiles.master.finkmirrors.net/distfiles/ca-certificates_20210119.tar.xz

and save it to /sw/src (assuming Fink's root is /sw). Then run `fink 
install ca-certificates`

Once ca-certificates is installed, curl should work again.
