texi2html (which is really old) will only work successfully with 
perl5.16.2, so texi2html-perl5162 was created specifically to provide 
support for texi2html on 10.14 and up, where /usr/bin/perl5.16 no longer 
exists. texi2html-perl5162 is perl5.16.2 itself, placed in its own 
private dir at %p/lib/texi2html to make it clear that nothing except 
texi2html should use it. So 10.9-10.12 use /usr/bin/perl5.16, 10.13 uses 
%p/bin/perl5.16.2, and 10.14+ use texi2html-perl5162.

The DescPort field could probably use some cleaning up to remove things 
that were relevant for the more public version of perl5162. The 
DescPackaging field provides more details on why this package is needed.
