So 10.9-10.12 use /usr/bin/perl5.16, 10.13 uses %p/bin/perl5.16.2, and 10.14+ use texi2html-perl5162. The DescPort field could probably use some cleaning up to remove things that were relevant for the more public version of perl5162. The DescPackaging field provides more details on why this package is needed.
