I think I might have found the problem. Those 4 files are defined in %p/share/texmf-dist/web2c/updmap.cfg, but in a different case. That file belongs to texlive-texmf. I locally edited updmap.cfg to match the case of the real files and then texlive-base installs cleanly. But I don't know if we should change the case of the names in updmap.cfg, or the case of the actual files to match updmap.cfg.
