Hello, It means that you need to install the perl package or modul IPC::Run. Perl is missing this package. https://cpan.metacpan.org/modules/INSTALL.html <https://cpan.metacpan.org/modules/INSTALL.html> https://metacpan.org/pod/IPC::Run <https://metacpan.org/pod/IPC::Run> Given the package path (the variable @INC) it looks like you are using the macOS’ Perl and not Fink’s, just keep that in mind when you run the cpan command.
