Dunno how other packagers would get around that circular dependency (other than maintaining a glib2 <= 2.59 and glib2-current in parallel…) In theory it might indeed be possible to build it with system Python 3.9 on newer macOS, but since it needs to install its mesonbuild module in PYTHONPATH, I would not know how to package that properly.
