This is going to force a decision because qt5.15 has a minimum version 
of macOS 10.13 and I'm not sure if it's perfectly compatible with 
earlier Qt versions. So can't just make an OS specific release of the 
qt5-mac-qtbase and siblings packages, but if we put qt5.15 as a new 
package, we'll have to also split things that use qt5 into different 
OS-specific packages.
