r-base does not build Xcode 15.0 / Ventura ATSFONTxxx functions missing.

This is another instance of ATSFONTxxxx functions are not available on Ventura (MacOS 13.xx). r-base41 calls several of them in devquartz.c. Unlike the qt5 files there does not seem to be a HAVE_ATS definition to work around.
Also include the following system information:

There are several errors such as
