OK, I will have to find an HS system and figure out what that exact setting is.  But since that is such an old system, it has a way of disabling all of the App Store verification requirements.  Can you uncheck all the options?  It is only later systems where things are more restrictive and you have to set it up in recovery mode to remove restrictions.
