No; just needs the same content with a `Distribution: 14.4` field (that’s the actual version, see https://github.com/fink/fink/pull/277)
but it can only be named intltool40-14.4.info or intltool40.info <http://intltool40.info/>, thus the need for all the different files for all distributions.

It also depends on `xml-parser-pm%type_pkg[systemperl]`, so there’s probably no way to make that version-agnostic.

It was added in https://github.com/fink/fink-distributions/commit/1698c5f , but quite possible inject.pl only installs the
files for the respective distribution.
I have a number of similar perlmods updates for 15.0 in https://github.com/fink/fink-distributions/pull/1181 ,
possibly intltool40-15.0 should be added there, and then the same be added for 14.4.
