I notice that hnd.jp.asi mirror is not in your above list of attempts. I 
just tested, and it downloaded for me from there.

Make sure that your package `fink-mirrors` is up to date. Latest is 
0.45.6-1. And then try fetching cernlib2006 again. Fetching should 
eventually hit hnd.jp.asi and work.
