It's not that versioning is the problem in this case, rather that I
assumed that the -ft219 version of pango1-xft2 is compatible with the
original pango1-xft2. In cases where compatibility is true debian can
specify that even though this package is foo it provides bar since it
preserves compatibility with bar. Does fink have the same kind of
Provides field (for truly compatible packages)?

As Daniel pointed out, these packages are not compatible :-(

I think it'd be worthwile to point this out in the info field which
only says "These packages link against fink's freetype219 instead of
the freetype that comes as part of x11.  They also have cairo
support." Especially that there are pango1-xft2 and pango1-xft2-ft219
packages, but there is only a pango1-xft2-ft219-dev package (the
corresponding non-ft219 package does not exist).
