Updated control-center in unstable

The configuration stopped for me at this point:
...
checking for intltool >= 0.37.1... 0.36.3 found
configure: error: Your intltool is too old.  You need intltool 0.37.1  
or later.
...
On checking my system, I found that indeed I had intltool-0.36.3-102  
installed, rather than intltool40-0.40.5-101 (numbers are for  
unstable), and that there was no explicit BuildDepend on either.  I  
added a BuildDepend on intltool40.



This came up in the context of test-building totem, by the way, which  
still uses the old intltool.   It might be worth updating that  
dependency, if possible, to cut down on user complaints about swaps.
