What cairo are you using? Where did you get it? My cairo.pc built by
fink on my machine that does not have x11.pc does not have a reference
to x11. However, if your cairo was built on a machine that *did* have
x11.pc, I could imagine it getting written into cairo.pc. Maybe you
got cairo from somewhere other than building it locally, or you have
altered your X11 installtion such that it used-to but now-doesn't-have
x11.pc. That sort of downgrading will never be supportable well.
