I don't have free CPU right now, but I think changing ConfigureParams from:

--libexecdir=%p/sbin

to

--libexecdir=%p/lib

should solve the val problem. If so, please run `strings` on the files 
in evolution and evolution-shlibs to make sure there are no embedded 
references to the old location. Also please check any .pc in 
evolution-dev to make sure there are no references to the new location 
either (might need to cascade rebuilding up the dep-chain).
