Not-yet-live user's guide material for 0.24 release

--crossposting to fink-i18n so that translators can begin to look at 
this..

I've put online changes in the Users Guide that correspond to new items 
in the manpages for fink and fink.conf in CVS HEAD (i.e. chapters 5 and 
6).  (really it's a mirror of the web/ subdirectory of the doc tree).  
The XML source isn't online at Fink's site, because I didn't want to 
risk its activation prematurely.

Please review this for content/layout.

which is live on the Fink website, but isn't linked from 
fink.sf.net/doc yet--this will be done for 0.24 release as well.  This 
has the English XML available via CVS, as usual.
