no write access to cvs directories

I apparently don't have write access to some of the directories, based
on the following errors while trying to update a Russian translation:

translation" uguide.ru.xml Makefile
[email protected]'s password: 
cvs commit: failed to create lock directory for
`/cvsroot/fink/web/xml/users-guide'
(/cvsroot/fink/web/xml/users-guide/#cvs.lock): Permission denied
cvs commit: lock failed - giving up
cvs [commit aborted]: lock failed - giving up
----------- end code -----------------

Access wasn't an issue until recently.  To whom should I apply for
write access?  Failing that, to whom should I send the translations
for proper commit?
