It seems htmlify.p related problem. When make runs

/usr/bin/perl ../htmlify.pl sec-policy.ja.html.tmp en fr zh ja >sec- 
policy.ja.html

policy, not sec-policy is given as $1.

Could someone see the problem? I have no clue about Perl.
