We've never had a set minimum.  We'd need to make sure that the  
Makefile in the users-guide source directory is set to build the pt_BR  
files, of course, and that the pages load properly, of course.

One thing to note is that we've changed the activation procedure:   
since the web pages are no longer hosted at Sourceforge, we have to  
log into the machine that hosts them, and run a script that checks  
them out from Sourceforge's CVS.
