Possible addition to faq.en.xml (2)

In faq.en.xml, section <faqentry name="passwd", answer, in ul list, 3 
li:

Same proposed change as previously:

"System Preferences: Users" pane (on 10.2.x) or "System Preferences: 
Accounts" (on 10.3.x)

Plus question: is the bug always here in 10.3?
