The problem is the manager does not seem to be aware he should manage 
the team.
Go ahead and translate and then ask for commit access. You'll find the 
how to translate on the web site, section documentation. And by the 
way, if you want to manage the team, ask for it. You'll be two 
managers, but if the first one does not manage, it will not stop the 
Italian translation.
