David said me so on #fink, but I don't seem to have gettext support 
enabled on my Apache local web server, unless I missed something

Well I can change the function so that it does not try to make a date 
conversion, i.e. an array of month translated, as are the sections.

What I've used is not a gettext function, it's merely a date function, 
but it can be that it relies on gettext.
