Empty language Template suggestions.

Looking at the data (which is still incomplete) I suggest the following 
languages that will be empty as template file asking for help on the 
main index page.


Italian (there is already interest so that might trigger more)
Swedish (strong visitor counts)
Dutch
Spanish
Norse/Norwegian
Belgian
Finnish
Korean (republic of)
Danish
Brazilian (is that Portoguese or Spanish I always forget)
Russian

Looking at the number and the requests coming from the top countries it 
has helped a _lot_ that we have complete Chinese, French and japanese 
translations. Those files are used and I think it has helped 
tremendously when it comes to spreading the word.

So what are your thoughts? If this is ok with you guys please propose a 
temple layout/text.
I wantr to have this life asap , since the new bindist will draw a lot 
of new visitors.
