No. I refuse to  reverse this change until I see fundamental proof that it
a) annoys our users
b) causes any issues to either our image or the usability of the web-site-

The amount of empty languages does not annoy anyone at all but the
people that reach pages for _their_ language and those languages are empty.

I have been running statistics for the past 5 days (which you all know
about) and the empty language sets are carefully chosen based on those
statistics. I did not just pull out of thin air, I was very distinct in
my choices and it has been discussed on the i18b list for quite some
time now.

I refuse to step back on this point, in fact I am personally annoyed
that such a decision is put in question DAYS after the idea has been
brought up. Being conservative might be a very valid way to do things,
int this case it hinders our development and for once I refuse to back
down. I believe this is the right strategy.
