[fink:package-submissions] #4924 Duplicity 0.7.12 update

Because I somehow got a reversion to an older copy in moving my development between machines....
Now fixed.

Package update versions for duplicity, with dependencies to handle onedrive backend.  Files pass -m validation.  Some tests fail for unknown reasons as previously.
