[fink:package-submissions] #4924 Duplicity 0.7.12 update

I have added par2 for the mostly unused backend.  The tests should have detected the missing par2 files and not run those tests.  The developers are looking at that.

The failures for the tests when built as nobody seem to be an issue with setting restored files ownership.  The developers are looking into that as well.   Somehow they have been running the tests with more permissions than they thought.

The failures are due to an uninstalled utility (rdiff) that probably should be avoided and a permission issue.

I think in summary these are issues with the testing sequence not the utility itself which seems to work just fine.  I have added a note to the packaging description.  As I thought, I got leapfrogged and upstream released a bug fix version which changes the fink files a little.  Here are the current and hopefully final versions of the patch and info files.  I may not be able to respond to issues for awhile since I have a hurricane bearing down on us tonight.

Package update versions for duplicity, with dependencies to handle onedrive backend.  Files pass -m validation.  Some tests fail for unknown reasons as previously.
