[fink:package-submissions] #5007 octave-3.8.2-12 to add patch for builds with Xcode 9

Why did you get rid of the current Patchfile6?  I'm not putting this into the distribution without some explanation for that.

Also, since you know that it won't work on 10.13, why is this not distribution-tagged?

The attached info file and new patch allows the octave-3.8.2 package to build against Xcode 9 by eliminating the compile errors...

error: call to 'pow' is ambiguous

in liboctave/numeric/lo-specfun.cc and libinterp/corefcn/graphics.cc by using std::pow() instead of pow().

Tested on 10.12 with 'fink -m' against Xcode 9 GM.
