[fink:package-submissions] Re: #5007 octave-3.8.2-12 to add patch for builds with Xcode 9

Appending `, 10.9, 10.10, 10.11, 10.12` to the `Distribution` line suffices.  That covers _all_ variants, and then the `-x11` check weeds out distributions > 10.10.

The attached info file and new patch allows the octave-3.8.2 package to build against Xcode 9 by eliminating the compile errors...

error: call to 'pow' is ambiguous

in liboctave/numeric/lo-specfun.cc and libinterp/corefcn/graphics.cc by using std::pow() instead of pow().
