[fink:package-submissions] #5030 grib-api (1.23.1) and grib-api-fortran (1.23.1)

The `Replaces:` field is not just limited to packages where a newer upstream family replaces an obsolete library. It is also meant for packages that have overlapping files (grib-api and grib-api-fortran have overlaps with their eccodes counterpart). The `Conflicts/Replaces` pair provides dpkg hints on how to swap them as needed.
Also, currently, if I have eccodes installed, I can't build cdo because the build deadlocks trying to replace eccodes with grib-api (grib-api doesn't know how to replace the conflicting eccodes). And building gdl fails because it sees the provided grib-api from eccodes, and gdl's cmake fails to find the grib-api library (because a real grib-api is not present).

Updated version from upstream. This fixes several bugs and includes the support of some new variables produced in the ECMWF models.
Note that ECMWF is discontinuing support for grib-api, so this may be the last version.
It is being replaced by eccodes for which I have already created the Fink package, and will upload soon.
Hence, I have included Conflicts for eccodes, eccodes-fortran, and eccodes-bin.

This creates 5 packages:
grib-api.info: grib-api, grib-api-bin, grib-api-shlibs
grib-api-fortran.info: grib-api-fortran, grib-api-fortran-shlibs
The PatchFile grib-api.patch did not need any changes and remains the same.
The output of dpkg -L for each of these packages is attached as *.lst.

The running of the tests (like for previous versions) requires external data that are normally downloaded during "make check". This time, the test data are the same as a few versions back, so no update is needed here. Hence, I still reference grib_api-1.16.0.TestData.tar.gz
