[fink:package-submissions] #5057 duplicate 7.14 update

For *Script, each line is run as a separate instance, so settings are not propagated between lines. If you use `#!<SHELL>` as the first line then everything is run inside that shell.  I'm trying that now.

This is an update to the duplicity packaging.  Recent changes to gnupg v2 means that it now explicitly requires gpg v2 rather than trying to use the old unfied version.  This is not a version update to duplicity but rather a change in the patchfile and the package.

Passes build as no-body and -m option.  Has error on a couple of tests as previous version.  This may be subtle issues with some of the dependencies for testing.
