The attached info file and patch file for r-base34-3.4.1-1 updates the package to the 3.4.1 upstream bugfix release and introduces the following fixes for building and use on 10.13...
1) Patch src/extra/intl/vasnprintf.c to handle the new format string strictness regarrding %n and dynamic format strings
2) pass 'ac_cv_have_decl_utimensat=no ac_cv_have_decl_clock_gettime=no' to avoid detection of new system call support which breaks the datetime.Rout testcase in the testsuite. Also to avoid failure in the reg-tests-1d.Rout testcase pass r_cv_working_mktime=no to confiigure.
3) Set and export TZ in the InfoTest to avoid https://bugs.r-project.org/bugzilla3/show_bug.cgi?id=17307

Prevent configure script from confusing 10.10 (Yosemite) with 10.1 (Puma).
+
+With format string strictness, High Sierra also enforces that
+%n isn't used in dynamic format strings, but we should just
+disable its use on darwin in general.
+
+Prevent configure script from detecting new support for utimensat and
+clock_gettime to avoid datetime.Rout failing in testsuite. Likewise avoid
+detecting working mktime to prevent failure in reg-tests-1d.Rout.
