Upgrade GalSim to version 1.5.1.

This is the latest version of GalSim.  Relevant to the fink installation, it is now compatible with SCons v3.0.  I also updated it to use python 3.6 rather than 2.7.  GalSim is mostly an executable that uses a python library backend for its operation, although users may also import it as a python module in their own scripts.  I don't *think* there is a need to have fink support both a 2.7 and 3.6 version (like scipy, numpy, etc. do).  But if users complain about the 2.7 GalSim module going away, I can split this into two packages labeled by the python version.

The usual tests passed on my machine, which is OSX version 10.10.  I don't anticipate problems with newer OSX versions, but they have not been specifically tested with fink.  (Users with OSX through 10.13 report no issues with installations of GalSim from source.)
