Update to 2.7 with added Python3.6 version. The latter requires the pkgconfig update submitted in [#4941](https://sourceforge.net/p/fink/package-submissions/4941/).
Upon suggestion by goatbar I am offering to take over maintainership of the package.
Built and tested with all Python versions from 2.7.13 - 3.6.1 on 10.11 and 10.12.
