Sure thing. Apple's installer is notoriously flaky at tracking other software (like Xcode or xquartz) whenever system updates happen.

I bought a 2019 16" MacBook Pro which only runs Catalina, XCode version 11.3.1 w/Command Line Tools included. I could install because it can't find a package receipt for CLTs My iMac installed things fine same versions of everything. Maybe an old package receipt is somewhere. I can hack ther bootstrap perl script if I must, but I would sleep better at night if the fink team would fix this or point out ideas on whats going on.
