fink-package-precedence has long handled this task. Maintainers place it manually in CompileScript (it also catches other wrong-tree classes of errors that require some information not easily determined from the .deb but trivial for the maintainer to know).

Currently 'fink validate' doesn't check the shared
libraries and
binaries in debs for linkages to libraries in
/sw/src/\*. This
check should be made because currently it is far to easy to
accidentally build a package which has linkages into
the build
directory \(/sw/src\). This results in breakage when
these binaries
or shared libraries are used.
