I think we agree - on output, the application should be able to set the frag field to whatever it wants; if ip_output has to refragment it then that's OK. On input, we can't just say that ip_off is what'was on the wire, since ip_input() doesn't hand fragments off; ip_off will be 0, MF will be 0.
