The following packages have been uploaded to the Cygwin distribution:

* compiler-rt-21.1.4-3
* libcompiler-rt1-21.1.4-3

The compiler-rt provides a simple library that provides an
implementation of the low-level target-specific hooks required by code
generation and other runtime components.

Changes from 21.1.4-2 (Test):

- Make shared library only for __emutls_get_address to avoid depending
  on cygclang_rt.builtins-*.dll when it is not really necessary.
