Package intltool - GNOME XML Internalization [sic - s/b Internationalization 
I18N] Scripts - is designed as a GNOME desktop app data file interface with 
gettext, so might be better made a dependency of some desktop component dealing 
with desktop app data file i18n?

It appears to be used by cygport GNOME, MATE, Xfce cygclasses.

The GNOME, MATE, and Xfce category apps suggest that it could perhaps be made a 
dependency of desktop-file-utils, possibly xdg-utils, 
{gnome,xfce4,mate}-panel-devel, libgnomeui2-devel, or some other common core 
component?
