Thanks Jon,
I was confused by a error message when I tried to build and package 
python3{9,12}-meson-python by myself.

I found that python3{9,12}-meson-python requires
python3{9,12}-pyproject_metadata to work.

I am adding it, and now python-cairo build as expected.

Additional it seems that Meson is at version 1.10.1
