[ITA] libsodium

Dear all

I would like to adopt the orphaned package libsodium 
(https://cygwin.com/cgit/cygwin-packages/libsodium/) that is a dependency for python-nacl 
that I maintain. In order to update nacl to the latest version (1.5.0->1.6.2), also the 
libsodium has to be updated (1.0.18-1.0.20).

It fails on scallywag, I'm suspicious it is issue in the cygwin itself:

On my computer it doesn't.
