[Attn: clang maintainers] emacs-/vim-clang-format outdated

Hi folks,

New releases of git-clang-format have been released with the compilers, but the 
editor integrations emacs-/vim-clang-format have not, keeping the old compiler 
sources and other subpackages hanging around.

Any chance you could add those editor integration subpackages to your compiler 
packages, and release those subpackages, allowing all the old releases to age 
into the vault as new releases become current stable?
